How Pennsylvania seniors afford aging-in-place remodels.

Ten federal, Pennsylvania state, and Pennsylvania county programs and referral paths that pay for, subsidize, or scope the in-home support side of an aging-in-place remodel — the USDA Section 504 grant, the VA HISA grant, the PA Department of Aging OPTIONS home-modification line, the PA Community HealthChoices (CHC) Medicaid HCBS / LTSS waiver, property-tax relief and PTRR routing, the PA DHS LIHEAP heating credit, the PA DCED Weatherization Assistance Program, Philadelphia aging services, and county AAA navigation. Plain-English eligibility, documentation guidance, an Apply CTA per program, and a CAPS-pro routing surface at the foot of the page.

The list

No programs, plain-English eligibility.

The Pennsylvania seed of the Greybough senior-funding index: two federal programs, OPTIONS and Community HealthChoices, property-tax relief and PTRR routing, LIHEAP, weatherization, Philadelphia aging services, and county AAA navigation. These rows separate agency eligibility from contractor pricing so a family can ask the right administrator before budgeting around a remodel.

Before you apply

A practical Pennsylvania application path.

Requirements vary by program, county, season, and funding pool. The checklist below is typical guidance, not a promise of eligibility; the agency or local provider confirms the current documents and approved scope.

  1. Step 01

Start with the property ZIP and county

Use the ZIP lookup, then identify the county Area Agency on Aging or Medicaid service path that serves the property. Pennsylvania programs are often routed locally even when the benefit starts with a state agency.

  2. Step 02

Gather the household and home documents

Expect to discuss age, disability or veteran status, household income, ownership or rental status, utility responsibility, Medicaid enrollment, and the safety problem. Typical paperwork can include photo ID, proof of address, income statements, a deed or lease, utility bills, and a contractor scope; the agency confirms the final checklist.

  3. Step 03

Apply through the agency that owns the program

OPTIONS and local aging services begin with the Area Agency on Aging; CHC begins with Pennsylvania DHS and the member’s managed-care plan; PTRR begins with the Department of Revenue; LIHEAP begins with DHS; and weatherization begins with DCED or its local provider. A contractor quote does not create eligibility.

  4. Step 04

Pair the approved scope with a Pennsylvania CAPS pro

After the agency confirms the benefit, referral, or eligible work, request a family quote for the approved safety scope. The CAPS pro can help translate the agency’s limits into a practical remodel plan without promising reimbursement.

Pennsylvania FAQ

What families ask before calling an agency.

These answers keep the distinction clear: an agency approves benefits, while a CAPS pro scopes and prices the work.
